The planned withdrawal of the United States from World Health Organization membership, announced by the Trump Administration in June 2020, has created much uncertainty at a time of intense global efforts to fight the COVID-19 pandemic. This webinar will focus on the immediate impacts of this decision on the capacities of WHO and the US to navigate through the pandemic. If the US eventually withdraws from the UN specialized agency, critical questions about the long-term future of WHO as the “directing and coordinating body” for international health cooperation will need to be addressed. How prepared the world is for the next pandemic will depend on how longstanding concerns about global health governance are resolved. |

The COVID-19 pandemic has raised many complex ethical issues ranging from clinical decisions making and ethics of the social structural inequalities causing disease and deaths in vulnerable populations to the basis and form of global cooperation. Webinar 4 - Liberia's COVID-19 Response: Civil Military Relations Keynote Speaker - Major Joseph Kowo Liberia, a post-Ebola Virus Disease (EVD) country, recorded an estimated 10,228 suspected, probable, and confirmed cases of EVD and approximately 4,499 deaths (WHO, 2015). These deaths included eight personnel of Armed Forces of Liberia (AFL) and 188 health care workers nationally. The major challenge associated with the disease's impact was related to the lack of needed human resource capacity, established infrastructures, and logistics. Civil-Military relations were not satisfactory. As a result of these challenges and in preparation for future outbreaks, the National Public Health Institute was established by law to detect, prevent, and respond to Liberia's public health events. On March 16, 2020, the country diagnosed her first COVID-19 cases and immediately established a National Incidence Management System (IMS) and launched a response with an already established infrastructure (NPHIL). Unlike EVD response, a Security Pillar, including Military and Para-military institutions and the Opening of the 14 Military Hospital as the national COVID-19 treatment center. To date, the country has accumulated 1124 confirmed cases. Among these cases, 523 were admitted at the 14 military Hospital, with only seven In-patients' deaths. The discussion will focus on successes and challenges in the ongoing COVID-19 response compared to EVD with the establishment of the "Security Pillar. |

The recent Ebola outbreaks in West Africa and the Democratic Republic of Congo (DRC) have demonstrated the importance of a collaborative swift outbreak response that includes building community trust and engagement, combating misinformation, testing, contact tracing, and capacity building. These principles although important to helping end the Ebola outbreaks are the cornerstone to any outbreak response and are important to understand as we aim to control the COVID-19 pandemic. In this webinar we will focus on the lessons from the Ebola outbreaks and how they can be applied to the COVID-19 pandemic as the global community continues to work to get it under control. |
